As a producer of hazardous waste you must pre-notify the Scottish Environment Protection Agency (SEPA) at least three working days before the expected removal date of the waste.
To pre-notify SEPA you can send either the white copy of the Special Waste Consignment Note (SWCN) to your local SEPA office or faxing a copy. However, if you send a fax, the original must still be forwarded to SEPA either before the waste is moved or immediately upon removal.
Special Waste Consignment Notes, purchased directly from SEPA, will consist of a unique code consisting of two letters: SA, SB or SC and then a series of a numbers.
The SWCN consists of five different coloured, self carbonising pages, each with five sections, which refer to a different aspect of the waste transfer as follows:
Repetitive movements of the same type of special waste from the same producer to the same consignee are called a “succession”. For the first movement of waste in a succession you still need to prenotify SEPA as detailed above, however, for subsequent loads the white copy can be discarded as there is no need to prenotify SEPA.
All further loads under the succession must be completed within a year of the given expected removal date, any movements out side the given period will require a new succession.
